Why didn’t Shakespeare celebrate Octavius?

Perhaps it's like when things are going well (ie. everything is being run competently) no one needs to think of the leader. The leader is taken for granted.

For example, it's only when interest rates are rising and the economy appears to be falling apart that some of us look to see what our leaders are doing.
